FOREIGNERS WHO WISH TO VISIT SOUTH AFRICA MUST HAVE A PASSPORT VALID FOR 30 MORE DAYS AFTER THE INTENDED RETURN DATE FROM SOUTH AFRICA. THE PASSPORT MUST CONTAIN AT LEAST TWO UNUSED VISA PAGES FOR ENDORSEMENT PURPOSES.
Visitor’s Visas:
May be issued to a foreigner who intends to visit South Africa for holiday purposes, business meetings, to attend conferences or sport events, academic sabbaticals, voluntary or charitable activities, research purposes and entertainers.
Visitor’s visas are for international travellers, (citizens of other countries) who have permanent residence outside the Republic of South Africa and who wish to go to the country on a temporary basis for tourism or business purposes.
Please note that Turkish citizens are exempt from visas for a period of thirty (30) days for holiday purposes. Applications from the Republics of Azerbaijan and Uzbekistan are accepted at this Embassy. For applicants from the Republic of Uzbekistan, please contact the South African Honorary Consul in Tashkent for assistance. The contact details are as follows:

A visa indicates that your application has been reviewed at a South African Embassy or consulate and that the consular officer has determined you are eligible to enter the country for a specific purpose.
The visa will allow you to travel to a South African port of entry (airport or land border crossing) where an immigration official will then determine if you will be allowed to enter South Africa and for how long you can stay for that particular visit.
On entry to South Africa, a visa is considered to be a visitor's permit. The permit's period of validity is calculated from the date of entry into South Africa and will be set out under the heading "conditions" on the visa label.
Requirements for a Visitor's Visa - Holiday:
- Complete application form (BI-84) (www.home-affairs.gov.za/documents/bi-84.pdf)
- Fee of € 36.00 to be deposited into the Embassy bank account
- 2 x passport size photos
- Passport valid for no less than 30 days after the expiry of intended visit
- At least two unused pages when presenting the passport for the purpose of endorsing a visa or permit
- A yellow fever vaccination certificate, if applicant travelled or intends travelling from or through a yellow fever endemic area (not applicable for direct transit)
- Statement or documentation confirming the purpose and duration of visit in the form of:
- Confirmation of hotel reservation
OR
- Letter of invitation from the host in South Africa containing the following:
- Copy of hosts ID document or residence permit or passport
- Contact details (residential address and telephone number)
- The host should also accept responsibility for the costs related to the maintenance and removal of the applicant in writing
- Proof of sufficient funds or subsistence during the period of the visit in the form of:

Requirements for a Visitor's Visa - Medical and Study:
For a stay less than 3 months
May be issued to a foreigner who intends to study or receive medical treatment in South Africa for less than three (3) months.

Requirements for a Visitor's Visa - Academic Sabbatical, Research, Voluntary and Charitable Activities:
For stays more than 3 months and up to 3 years

Requirements for a Visitor's Visa - Entertainment Industry:
Foreigners in the entertainment industry, who wish to work in the Republic of South Africa and do not qualify for a work permit, will be regulated on visitor’s permits in terms of section 11(2) of the Immigration Act no 13 of 2002 as amended.

May be issued to a foreigner who will accompany his or her spouse who has been issued with a valid Temporary Residence Permit

- Proof of qualifications evaluated by the South African Qualifications Authority and translated by a sworn translator into one of the official languages of the Republic.
- Proof of experience and skills in line with the job offer.
- A letter from the employer motivating why a citizen or permanent resident could not fill the position, as well as proof of efforts made to obtain the services of a citizen or resident.
- Particulars of unsuccessful candidates
- Proof of original publication of an advertisement in the national printed media which shall:
- reflect the full particulars of the relevant newspaper or magazine, as well as the dates on which the advertisement was published
- Stipulate the minimum qualifications and experience required to fill the position
- Clearly define the position offered and the duties to be preformed
- Measure at least 60 millimetres by 60 millimetres
- state the closing date for the application in the advertisement
- not be older than (3) three months at the time of application, which period should be calculated from the closing date of application
- An undertaking by the employer to inform the Director General: Home Affairs should the applicant not comply with the Act or leave the employer,
- If required by Law, proof of registration with the relevant professional body, council or board,
- Full particulars of the employer, including if applicable, proof of registration of business with the registrar of companies,
- A certificate from the Department of Labour or an extract from the database of a salary benchmarking organization stipulating the average salary earned by the employees accompanying similar positions in the Republic.
Exceptional Skills Work Permit

Intra Company Work Permit
May be issued to a foreigner who is employed abroad by a business operating in South Africa in a branch, subsidiary or affiliate relationship and who by reason or his or her employment is required to conduct work in south Africa.

Quota Work Permit
May be issued to a skilled foreigner if the foreigner falls within a specific professional category or specific occupational class determined by the Minister of Home Affairs.

- The Department of Education or a learning institution in the Republic confirming that it is responsible for organizing or administering the existence of the programme, outlining the activities and duration thereof and accepting full responsibility for the student while he or she is in the Republic;
- The organ or learning institution of the foreign state confirming the particulars of the student, the students enrolment with a learning institution abroad, and the date on which the study shall commence, and
In the case of an organ of state in conjunction with a foreign learning institution or an organ of foreign state organizing or administering the programme must submit the following letters:
- The organ of state confirming the existence of the exchange programme;
- The foreign learning institution confirming the enrolment of the applicant or a letter from the organ of the foreign state conducting the programme, as the case may be.
- Medical report in respect of each applicant
- Radiological report in respect of each applicant (not applicable for children under the age of 12 years or pregnant women)
- Police Clearance Certificate
- Marriage certificate (if applicable)

May be issued to a foreigner who is a member of the immediate family of a citizen or a resident, provided that such citizen or resident provides the prescribed financial assurance

- The particulars of the person in the Republic who will act as the learner’s guardian and a confirmatory letter form that intended guardian,

Treaty Permit
May be issued to a foreigner conducting activities in South Africa in terms of an international agreement to which South Africa is a party.

May be issued to a foreigner intending to establish or invest in a business in South Africa in which he or she may be employed.

- at least R2 million in cash and a capital contribution of at least R460 000.00 originating from abroad is available to be invested as part o the book value of the business
- Business plan outlining the feasibility of the business (both short and long term)
- Proof of undertaking to register with the South African Revenue Service
- Proof of registration with the relevant body, board or council, if applicable
- The capitalisation requirement may be reduced or waived in respect of the following businesses (national interest or requested by Department of Trade and Industry):

- A foreigner who invests or has invested in an existing business shall submit financial statements of the business in respect of the preceding financial year

Passports
South African travel documents are granted in terms of the South African Passport and Travel Documents Act (Act 4 of 1994) and the South African Passport and Travel Documents Regulations of 1996 respectively. A passport is an internationally recognized travel document that verifies the identity and nationality of the bearer.
South African passports are issued only in Pretoria. However, applications must still be submitted or forwarded to the applicable South African Embassy. Applications can take five (5) months to be finalized.
Temporary Passports and Emergency travel certificates are issued at South African missions abroad and both take one (1) week to be finalized.
Please be advised that temporary passports are not accepted by some countries. It is the responsibility of the traveler to inquire with the countries to be visited before applying for a temporary passport. The Embassy accepts no liability in this regard.

Regular Passport
Regular South African passports are issued to South African applicants who are 16 years old and older.
They are valid for 10 years and are not renewable.

Maxi Passport

Emergency Travel Certificate
Emergency Travel Certificates are issued to South Africans who have to travel back home urgently for reasons of death, sickness or any other emergency. South African Citizenship
South African Citizenship by Birth
In terms of the South African Citizenship Act (No. 88) the following persons are South African citizens by birth:
- Persons born in South Africa before October 06, 1995.
- Persons born in or out of wedlock on or after October 06, 1995 if one of his or her parents is either a South African citizen or a permanent resident. For those born before October 6, 1995 the mother of the child must have been a South African citizen at the time of the birth of the child.
- Persons born in South Africa, adopted - by parents of which one parent is a South African citizen, in terms of the Child Care Act of 1983 and also registered in terms of the Birth and Death registrations Act of 1992.
- Persons born in South Africa, not having the nationality of any other country and also registered in terms of Birth and Death Registrations Act of 1992.
- Person born outside South Africa and whose parents were at the birth of the child in the service of the South African Government, representative, employee of a person, association of person resident, established in South Africa, was in the service of international organization to which the Government of South Africa is a member.
- Registrations under this category are normally filed in South Africa and nearest offices of the Department of Home Affairs can be contact in this regard.
South African Citizenship by Decent
The following persons are South African citizens by descent:
- Persons born outside South Africa of whom one of his or her parents was a South African citizen at the time of his or her birth and whose births are registered in terms of Birth and Death Registrations Act of 1992.
- Persons born outside South Africa, adopted by a South African citizen, and his or her birth is registered is registered in accordance with the provisions of Birth and Death registrations Act of 1992.
- Any person in Namibia on or after March 21, 1990 whose mother or father was a South African citizen at the time of the birth of the child.
- Adopted child whose responsible parent was issued with a certificate of resumption of citizenship and has entered South Africa for permanent residence while he or she was a minor and his or her birth was registered in terms of Birth and Death Registration Act of 1992 within a year after the certificate of resumption was issued.
South African Citizenship by Naturalization
In terms of the South African Citizenship Act (no. 88 of 1995) of 1995, persons who are South African citizens by naturalization or registration or were citizens of any of the former TBVC states by naturalization are regarded as South African citizens by naturalization. Applications for naturalizations are filed only in South Africa and the nearest office of the Department of Home Affairs can be contacted to that effect.
Retention of South African Citizenship
Section 6(2) exemption: This is an exemption issued to a South African citizen intending to retain his or her citizenship. This exemption has to be applied for before a foreign citizenship is taken. Applicants are advised to ensure that they have the exemption certificate in hand, as a proof of the approval of their application before taking up the foreign citizenship. The procedure is as follows:
Section 26(4) exemption: This is an exemption given to South Africans who took up a foreign citizenship before October 06, 1995. In terms of the said Act, a person who takes up a foreign citizenship without retaining his or her South African citizenship automatically loses his or her South African citizenship. SERVICE DELIVERY CHARTER FOR THE CONSULAR SECTION AT THE
SOUTH AFRICAN EMBASSY IN ANKARA, TURKEY
1. Who are we?
We are the Consular Section at the South African Embassy in Ankara, Turkey.
2. Where can we be found?
The South African Embassy is situated in Filistin Sokak no 27, Gaziosmanpaža, Ankara.
The Consular Section works in close collaboration with the Chief Directorate: Consular and Agency Services at the Department of Foreign Affairs in Pretoria; the Department of Home Affairs and other South African Government Departments not represented abroad. The services listed are often performed in conjunction with this Chief Directorate. The responsible consular official in Pretoria is Ms Dagmar Ham and can be contacted at telephone number +27 12 351 1251.
Emergency consular services are available on a 24-hour basis. A consular official of the South African Embassy will be available to provide specialised guidance and assistance after hours and over weekends. Our after hours emergency telephone number is: +90 532 558 1695.
3. The services we provide:
We have two areas of specialisation, namely:
- Consular Services, including emergency consular assistance;
- Immigration and Civic Services
In brief, Consular and Agency Services describe the services and assistance the Embassy is able to provide for South African citizens abroad. Our services are available on weekdays, Monday – Friday (excluding public holidays) during consular office hours (08.00 – 12.30). After hours services will only be rendered in the case of an emergency. Emergency consular services describe services rendered in case of distress, serious illness or death of a South African citizen abroad and natural disasters and evacuation where South African citizens are involved. It excludes any enquiries of a general nature.
Immigration and Civic Services are services rendered on behalf of the Department of Home Affairs and include all matters relating to births, deaths, marriages, passport applications, immigration and residency.
For an overview of the services provided by the Consular Section, the two areas of specialisation will be discussed separately.
3.1 CONSULAR & AGENCY SERVICES:
3.1.1 We provide the following services:
3.1.1.1 Protection and Assistance to South African citizens abroad:
- We respond to emergencies (all situations involving health, safety, security and wellbeing of South African citizens abroad). This includes providing a support service in hostage cases as well as assistance in evacuation planning of South African citizens abroad n cases of political turmoil or natural disasters;
- In the event of an emergency, we communicate on behalf of family and/or friends in South Africa with South African citizens abroad and vice versa;
- We provide logistical support and non-financial assistance for repatriation and urgently needed medical or professional attention. Professional attention includes information regarding legal services available in the event of detention or threat of detention;
- We notify the next of kin in the event of death: The consular official will immediately notify the consular officer at the Directorate: Consular and Agency Services who will notify the next of kin via the official channels;
- We assist in the search for missing persons abroad and/or determination of the whereabouts of South African citizens abroad;
- We assist South African citizens in distress by facilitating the payment of funds to these citizens deposited by family members of friends in South Africa. If family members are unable to assist, we provide assistance to apply for refundable, limited assistance at the Department of Home Affairs;
- Child Custody, including abductions and adoptions: We provide advice, guidance and support to a custodial parent/guardian. Where there is evidence that the health and safety of the child is in jeopardy, the matter is treated as an emergency;
- Kidnapping and hostage taking covers forcible restrictions on the freedom of movement of all persons. All instances of kidnapping in Turkey, Azerbaijan and Uzbekistan will be reported to the South African Department of Foreign Affairs’ Operations Room immediately. We provide guidance and advice to affected citizens and their families;
- We provide non-financial assistance and support to defrauded South African citizens and we report scams and other fraudulent activities to the South African Police Service;
- We provide invigilation services to foreigners and South African citizens to write exams with registered South African academic institutions (i.e. UNISA exams);
- We maintain a register of South African citizens residing in Turkey, Azerbaijan and Uzbekistan. This register is kept to enable the Embassy to communicate with its citizens when necessary. You are encouraged to register with our office by completing the registration form.
3.1.1.2 Assistance to South African citizens in detention
- We establish and maintain contact with arrested South African citizens abroad with due observance of the law and regulations of the arresting State. This service is rendered to ensure that South Africans who have been arrested, detained or imprisoned under foreign jurisdictions understand their rights and the services that can be provided by the South African Government. Prisoners are defined as persons who have been tried, convicted and sentenced. Depending on specific circumstances, contact will be in person, in writing, by telephone or through appropriate intermediaries;
- We endeavour to visit South African citizens in prison once every three months. However, distance, logistics and local circumstances will play a role;
- We assist South African citizens in prison abroad by facilitating the payment of funds paid by family members or friends in South Africa;
- We facilitate the delivery of letters and/or medication to South African prisoners abroad, sent by family and/or friends from South Africa, subject to the provisions and prevailing fees of the Department of Foreign Affairs as may be amended from time to time and also in compliance with the laws and regulations of the country of arrest/imprisonment.
3.1.1.3 Information – South Africa:
- We provide information and advice to South Africans and foreigners on subjects regarding South Africa for which there are frequent requests. These subjects include but are not limited to customs regulations, civil aviation, taxation, pensions, social & legal services, travel, banking and education.
- The information and advice will be of a general nature. This office is not in a position to provide specialised advice. The information will often be in the form of directives for the enquirer to the relevant department or institution. No private company will be favoured.
3.1.1.4 Information: Local
- We provide information and advice to South African citizens on subjects regarding Turkey, Azerbaijan and Uzbekistan for which there are frequent requests. These subjects include but are not limited to customs regulations, civil aviation, taxation, pensions, social and legal services, travel, banking and education.
- The information and advice will be of a general nature. This office is not in a position to provide specialised advice. The information will often be in the form of directives for the enquirer to the relevant department or institution. No private company will be favoured.
3.1.1.5 Legal and Notary
- Upon instruction from the Department of Justice, this office formally transmits documents in private legal matters to the relevant authorities and/or individuals;
- We act as Commissioner of Oaths (South African documents only);
- Legalisation: We submit applications and documentation for apostille certificates on South African documents to the Legalisation Section at the Department of Foreign Affairs in Pretoria;
- Service of Process and Maintenance Orders: We facilitate the process via judicial channels to have documents served on defendants abroad;
- We facilitate other legal processes via judicial channels when requested to do so by the authorised authorities. These processes include but are not limited to requests for extradition, rogatory letters, edictal citations and evidence on commission.

3.1.3 Before requesting advice:
Each case determines the documents needed to enable this office to render assistance. A valid form of identification, i.e. identity document or passport, may be requested. When in doubt, you are advised to contact the office before requesting a service. It may save you time later.

3.2 CIVIC AND IMMIGRATION SERVICES:
3.2.1 We provide the following services:
3.2.1.1 Civic Services
- We receive and process all applications for South African birth, marriage and death certificates;
- We apply for Letters of No Impediment confirming the marital status of an individual on behalf of South African citizens;
- We receive, process and issue South African emergency travel certificates or temporary passports;
- We receive, process and forward applications for South African identity documents and passports to the Department of Home Affairs;
- We receive and refer various Home Affairs applications, including applications for name change and determination of citizenship to the Department of Home Affairs.
3.2.1.2 Immigration
We assist, facilitate and provide guidance on all matters pertaining to the amended South African Immigration Act 13 of 2002 www.home-affairs.gov.za.
These matters include:
- Temporary Residence Permit applications: These applications include, but are not limited to visa applications and work & study permit applications. These permits are processed by the Embassy, but may in some instances be referred to the Department of Home Affairs in South Africa for approval;
- Applications for Permanent Residence: We receive, process and refer all applications for Permanent Residence permits. This includes interviewing prospective immigrants.
3.2.2 You will be able to make use of these services by:

- Application forms and lists of supporting documents to be submitted can be obtained from this office;
- The Consular Section reserves the right to request additional supporting documents on any application as may be deemed necessary.
4. Our service standards:
The Consular Section at the South African Embassy in Ankara is committed to providing an effective and efficient service to all our customers throughout the world, irrespective of national origin, age, gender or religious orientation. Our commitment is to service that can be clearly determined and measured at all times in terms of sensitivity, empathy, courtesy, speed, accuracy and fairness.
We commit ourselves to the principles of service delivery (consultation, service standards, access, courtesy, information, openness & transparency, redress and value for money) and will indicate to you as our customers what you can expect from us with regard to service delivery standards.
The services listed in the Schedules are meant to be generic and the listing is not intended as a definitive itemisation of the range of requests that consular staff are expected to respond to. The listings will be reviewed from time to time in order to keep it current with changing conditions.
The reaction times provided in the minimum operational standards are targets based on best efforts and existing conditions. Our ability to meet the stated times in the Service Delivery Standards are, in may instances, governed by factors that are beyond our control. Notwithstanding, we will make every effort to meet the stated standard. When it is not possible to do so, we will explain to our customers the reasons for not being able to meet the required standards.
It is very important to note that during times of emergencies and disasters these matters will receive preference. During such periods all other consular services rendered may be limited and the timeframes set out in the standards may not be met.
4.1. We have set the following minimum professional standards for the level and quality of services we provide:
- We serve all customers in an unbiased, polite, helpful and impartial manner; respecting our customers;
- All members of the public are treated as customers who are entitled to receive high standards of service;
- We are punctual in the execution of our duties and are committed to timely service;
- We co-operate fully with other employees to advance the public interest. We share information, work as a team to maintain the standards and to achieve our objectives;
- We execute all reasonable instructions by persons officially assigned to issue them;
- We execute our duties in a professional, competent and accountable manner;
- We honour the confidentiality of matters, documents and discussions;
- We take responsibility for our own work and the work and workflow of the Embassy as a whole;
- All services rendered shall be communicated to customers in English or the official language of Turkey. If a South African customer wishes to be served in any of the other official languages, every attempt will be made to find an employee in the Embassy to assist in customer’s language of choice;
- All effort is made to avoid effort;
- The Consular Section is in continuous consultation with relevant role-players to ensure that information provided to the public is correct and up to date. Information provided by this section is reliable subject only to the accuracy and timeousness of data received from outside agencies;
- In order to provide the best possible service to our customers, an employee will deal with one customer/case/telephone enquiry at a time, giving the customer his/her full attention during this period;
- Our consular hours are from 08.00 – 12.30, Mondays to Fridays (excluding public holidays). These restricted hours do not apply to South Africans requiring emergency services. Members of the consular staff will respond to persons telephoning the emergency telephone number requesting emergency services, regardless of the time;
- The Vienna Convention of Consular Relations, 1963 includes corporate customers within its ambit. As such, South African corporate legal entities are entitled to consular services in the same manner as individuals, exclusive of intervention in commercial, civil or criminal disputes where recourse to recognised legal recourse is available.

4.3 Our performance against our standards:
A record is kept of the number of documents and cases processed each day and complaints received. Corrective measures will be taken. A complaints/ suggestion box has been placed at Reception. We will respond to all complaints and suggestions received within one week of receipt thereof. We welcome comments and suggestions on our service and its quality.
