As of 10 January 2022, The Entry Measurements to Turkey within the scope of the Covid-19 pandemic will be as follows;

Reference: Our letter dated 26/11/2021 and numbered 13588366-149-E-13588366-149-1647.

In order to manage the risk posed by the Corona virus (Covid-19) epidemic in terms of public health and public order and to keep the rate of spread of the disease under control, the rules and measures to be applied at the border gates, as in the domestic measures, are determined in line with the global developments experienced in the course of the epidemic.

In this context, within the scope of combating the corona virus epidemic, there has been a need to make some changes in the implementation of the measures to be applied on entry to the country as of January 10, 2022. The said regulation is given below:

1. Submission of the result of a PCR test with a negative result performed maximum 72 hours before entering our country will be requested from persons who came to our country from Botswana, Republic of South Africa, Mozambique, Namibia and Zimbabwe, Brazil, Nepal, Sri Lanka, Bangladesh, India and Pakistan or who were found to have been in these countries in the last 14 days.

- Those who document that they have taken at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country and that at least 14 days have passed since the last dose will be exempted from the quarantine application when entering our country.

- Those who cannot document that they have had at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country and that at least 14 days have passed since the last dose will be quarantined for 7 days at their residence or at the addresses they will declare, and at the end of this period, the quarantine will be terminated. Those who request an early termination of the quarantine process will have a PCR test performed on the 5th day and if the PCR test result is negative, the quarantine will be terminated. In case the test results are positive;

• From the onset of symptoms for persons with symptoms, from the collection of samples for the first positive PCR test for persons without symptoms for the purpose of quarantine termination;
• It is taken into isolation for 7 days,
• Asymptomatic or mildly symptomatic at the end of the 7th day and within the last 24 hours, the isolation of people who do not have a fever without taking antipyretics is terminated.
• For early termination of isolation, PCR test can be performed on the 5th day. If the test result is negative, isolation is terminated.

Persons over the age of 12 and under the age of 18, who will enter our country, provided that they travel with their parents from the specified countries, will be accepted to the flight with a negative PCR test result performed 72 hours before. For these people, PCR test will be applied again at their residence, and those with negative PCR test results will be exempted from the quarantine application.

Special arrangement provisions at bilateral level with foreign countries are reserved.

2. Regarding the entry of people who came to our country from Afghanistan and those who are understood to have been in this country in the last 14 days, the provisions introduced in our related letter (a) will continue to be applied exactly.

3. People coming from Iran and Egypt must submit a negative PCR test report maximum 72 hours before entry, that they have had at least two doses (single dose for Johnson & Johnson) of vaccines approved for emergency use by the World Health Organization or our country, and that at least the last dose has been taken. A vaccination card will be requested showing that 14 days have passed.

4. Except those listed in the first 3 articles, entry to our country from all border gates (land, air, sea, railway) from other countries; They have had at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country, and that at least 14 days have passed since the last dose and/or they have been sick in the last 6 months, starting from the 28th day of the first PCR positive test result. Those who present a document issued by the relevant country's official authorities stating that they have passed the test will not be required to submit a PCR/rapid antigen test report with a negative result, and quarantine measures will not be applied to these individuals.

In the event that the vaccination certificate or the documents proving that they have had the disease cannot be presented when entering our country from these countries, a negative PCR test report made maximum 72 hours before the entry or a negative rapid antigen test result made within a maximum of 48 hours from the entry will be requested.

5. Children under the age of 12 will be exempted from PCR/Antigen test report and vaccination certificate applications when they enter our country.

6. In order not to adversely affect foreign trade, aircraft-ship crews, seafarers considered as key personnel, and truck drivers will be exempted from the SARS-CoV-2 PCR test and quarantine application.

7. Documents such as vaccination certificate, PCR/Antigen test result to be requested upon entry to our country within the framework of the above articles will be checked by the carrier company in the country of departure before the journey for passengers arriving by air and sea, and for passengers arriving by land/railway by public transport. It will be ensured that they are not accepted on the voyage, and the responsibility arising from the acceptance of those who do not have a certificate will be borne by the carrier company.

8. Persons who will enter our country from all our border gates will be able to undergo PCR testing on the basis of sampling at their destination by the Ministry of Health.

In this context, people are allowed to go to their final destination after the test samples are taken. In case of positive test results, they will be isolated and treated in line with the COVID 19 guide of the Ministry of Health.

9. From our citizens who will enter our country through our border gates;

9.1- They have had at least two doses (single dose for Johnson & Johnson) of the vaccines approved for emergency use by the World Health Organization or our country, and that at least 14 days have passed since the last dose and/or the disease has been sick for the last 6 months, starting from the 28th day of the first positive PCR test result. Those who certify that they have the disease within the year and those who submit a negative PCR test report made maximum 72 hours before the entry or a negative rapid antigen test result made maximum 48 hours before the entry will be allowed to enter our country.

9.2- Citizens who cannot present the documents or test results specified in the above article will be allowed to go to their residence after applying the PCR test at the border gates, and those with positive test results will be isolated in their residences.

9.3- Our citizens, who are allowed to enter the country in this way, will be quarantined at their destination in a manner to be determined by the Ministry of Health, and isolation will continue until they submit a negative PCR test report.

Regarding the above-mentioned measure, the Governor/District Governor and Border Gate Local Administrative Officers take the necessary decisions in cooperation with all public institutions and organizations working at the border gates and within the framework of the provisions of other relevant legislation and to prevent any disruption in practice;

Korona virüs (Covid-19) salgınının toplum sağlığı ve kamu düzeni açısından oluşturduğu riski yönetme ve hastalığın yayılım hızını kontrol altında tutma amacıyla, yurt içinde alınan tedbirlerde olduğu gibi sınır kapılarında uygulanacak kurallar ve önlemler, salgının seyrinde yaşanan küresel gelişmeler doğrultusunda belirlenmektedir.

Bu çerçevede korona virüs salgınıyla mücadele kapsamında 10 Ocak 2022 tarihinden itibaren ülkeye girişte uygulanacak olan tedbirlere ilişkin uygulamada birtakım değişikliklerin yapılması ihtiyacı doğmuştur. Söz konusu düzenleme aşağıda yer almaktadır:

1. Botsvana, Güney Afrika Cumhuriyeti, Mozambik, Namibya ve Zimbabve, Brezilya, Nepal, Sri Lanka, Bangladeş, Hindistan ve Pakistan’dan ülkemize gelen veya son 14 günde bu ülkelerde bulunduğu anlaşılan kişilerden ülkemize girişten azami 72 saat önce yapılmış negatif sonuçlu PCR test sonucunun ibrazı talep edilecektir.

- Dünya Sağlık Örgütü veya ülkemizce acil kullanım onayı verilmiş aşılardan en az iki doz (Johnson & Johnson için tek doz) yaptırdıklarını ve son dozdan en az 14 gün geçtiğini belgeleyenler ülkemize girişte karantina uygulamasından muaf tutulacaklardır.

- Dünya Sağlık Örgütü veya ülkemizce acil kullanım onayı verilmiş aşılardan en az iki doz (Johnson & Johnson için tek doz) yaptırdıklarını ve son dozdan en az 14 gün geçtiğini belgeleyemeyenler ise ikametgâhlarında veya beyan edecekleri adreslerde 7 gün süreyle karantinaya alınacak, bu sürenin sonunda karantina sonlandırılacaktır. Karantina sürecinin erken sonlandırılması talebinde bulunanlar 5. günde PCR testi yaptırarak PCR test sonucunun negatif çıkması durumunda karantina sonlandırılacaktır. Test sonuçlarının pozitif çıkması durumunda;

• Semptomları olan kişiler semptom başlangıcından itibaren, semptomu olmayan kişiler ise karantina sonlandırılması amacıyla yapılan pozitif çıkan ilk PCR testi için numune alınmasından itibaren;
• 7 gün boyunca izolasyona alınır,
• günün sonunda semptomsuz veya hafif semptomlu olup son 24 saat içinde antipiretik almaksızın ateşi olmayan kişilerin izolasyonu sonlandırılır.
• İzolasyonun erken sonlandırılması için 5. gün PCR testi yapılabilir, test sonucunun negatif çıkması durumunda izolasyon sonlandırılır.

Belirtilen ülkelerden ebeveynleri ile birlikte yolculuk yapmak kaydıyla ülkemize giriş yapacak 12 yaşından büyük ve 18 yaşından küçük şahıslar, 72 saat öncesinde alacakları negatif PCR test sonucu ile uçuşa kabul edileceklerdir. Bu kişiler için ikametlerinde tekrar PCR testi uygulanacak olup, PCR test sonucu negatif çıkanlar karantina uygulamasından muaf tutulacaktır.

Yabancı ülkelerle ikili düzeydeki özel düzenleme hükümleri saklıdır

• 2. Afganistan’dan ülkemize gelen kişiler ile son 14 günde bu ülkede bulunduğu anlaşılan kişilerin ülkeye girişlerine ilişkin olarak ilgi (a) yazımız ile getirilen hükümlerin uygulanmasına aynen devam edilecektir.
  3. İran ve Mısır’dan gelen kişilerden girişten azami 72 saat önce yapılmış negatif sonuçlu PCR test raporu ibrazı, Dünya Sağlık Örgütü veya ülkemizce acil kullanım onayı verilmiş aşılardan en az iki doz (Johnson & Johnson için tek doz) yaptırdıklarını ve son dozdan en az 14 gün geçtiğini gösterir aşı kartı talep edilecektir.
  4. İlk 3 maddede sayılanlar dışında diğer ülkelerden gelenlerden tüm sınır kapılarımızdan (kara, hava, deniz, demiryolu) ülkemize girişlerde; Dünya Sağlık Örgütü veya ülkemizce acil kullanım onayı verilmiş aşılardan en az iki doz (Johnson & Johnson için tek doz) yaptırdıklarını ve son dozdan en az 14 gün geçtiğini ve/veya ilk PCR pozitif test sonucunun 28. gününden başlamak üzere hastalığı son 6 ay içinde hastalığı geçirdiğine dair ilgili ülke resmi otoritelerince düzenlenen belgeyi ibraz edenlerden ayrıca negatif sonuçlu PCR/hızlı antijen testi raporu ibrazı talep edilmeyecek ve bu kişiler için karantina tedbiri uygulanmayacaktır.

  Bu ülkelerden ülkemize girişlerde aşı sertifikasının veya hastalığı geçirdiğine dair belgelerin ibraz edilememesi durumunda girişten azami 72 saat önce yapılmış negatif sonuçlu PCR test raporu veya girişten azami 48 saat içerisinde yapılmış negatif hızlı antijen test sonucunun ibrazı istenilecektir.

  5. 12 yaş altındaki çocuklar ülkemize girişlerde PCR/Antijen test raporu ile aşı sertifikası uygulamalarından muaf tutulacaktır.
  6. Dış ticaretin olumsuz etkilenmemesi için uçak-gemi mürettebatı, kilit personel olarak nitelendirilen gemi adamları ve tır şoförleri SARS-CoV-2 PCR testi ve karantina uygulamasından muaf tutulacaktır.
  7. Yukarıdaki maddeler çerçevesinde ülkemize girişlerde talep edilecek aşı sertifikası, PCR/Antijen test sonucu gibi belgelerin havayolu ve deniz yolu ile gelen yolcular ile kara/demir yolundan toplu taşıma araçlarıyla gelen yolcular için yolculuk öncesinde çıkış ülkesinde, taşıyıcı şirket tarafından kontrol edilecek, belgesi olmayanların sefere kabul edilmemesi sağlanacak, belgesi olmayanların sefere kabul edilmesinden ötürü ortaya çıkan sorumluluk taşıyıcı şirket tarafından karşılanacaktır.
  8. Sağlık Bakanlığı tarafından tüm sınır kapılarımızdan ülkemize giriş yapacak kişiler, varış noktalarında örnekleme (sampling) temelinde PCR testine tabi tutulabilecektir.

  Bu kapsamda gelen kişilerin test örnekleri alındıktan sonra nihai varış yerlerine gitmelerine izin verilecek, test sonuçlarının pozitif çıkması durumunda Sağlık Bakanlığı COVİD 19 rehberi doğrultusunda izolasyonları ve tedavileri yapılacaktır.

  9. Sınır kapılarımızdan ülkemize giriş yapacak vatandaşlarımızdan;

  9.1- Dünya Sağlık Örgütü veya ülkemizce acil kullanım onayı verilmiş aşılardan en az iki doz (Johnson & Johnson için tek doz) yaptırdıklarını ve son dozdan en az 14 gün geçtiğini ve/veya ilk PCR pozitif test sonucunun 28. gününden başlamak üzere hastalığı son 6 ay içinde hastalığı geçirdiğini belgeleyenler ile girişten azami 72 saat önce yapılmış negatif sonuçlu PCR test raporunu ya da girişten azami 48 saat önce yapılmış negatif hızlı antijen test sonucunu ibraz edenlerin ülkemize girişlerine izin verilecektir.

  9.2- Yukarıdaki madde belirtilen belge ya da test sonuçlarını ibraz edemeyen vatandaşlarımıza sınır kapılarında PCR testi uyguladıktan sonra ikametlerine gitmelerine izin verilecek ve test sonucu pozitif çıkanların ikametlerinde izolasyona alınmaları sağlanacaktır.

  9.3- Bu şekilde ülkeye girişlerine izin verilen vatandaşlarımız, uygulama esasları Sağlık Bakanlığınca belirlenecek şekilde varış noktalarında karantinaya alınacak ve negatif sonuçlu PCR test raporu ibraz edene kadar izolasyon sürdürülecektir.

  Yukarıda belirtilen tedbire ilişkin Vali/Kaymakam ve Sınır Kapısı Mülki İdare Amirleri tarafından sınır kapılarında görevli tüm kamu kurum ve kuruluşları ile iş birliği içinde ve ilgili diğer mevzuat hükümleri çerçevesinde gerekli kararların alınması ve uygulamada herhangi bir aksaklığa meydan verilmemesi hususunda;
